I've seen a lot of threads talking about why Tobi won't use his rinnegan paths, and I think this chapter might have been our answer.

Madara says that even if you don't awaken the rinnegan you can still summon the gedo.
This leads me to believe that Tobi can't use the rinnegan because it was transplated into in rinnegan form, and he never actually psychically awakened it. It has just always been there, always active.
Think back to Nagato, he awakened the rinnegan during his hardest moments, even though it was still transplanted in him by Madara. I think Madara knows about some sort of special transplant different form both Kakashi and Obito's.
That may be also why tobi never revived Rin.
