I've got the distinct impression that one of the reasons why Kishimoto has promised to reveal Tobi's identity soon is because he's at a point where no further meaningful narrative can be made without Tobi's identity being known, aside from what happens in the Tobi fight.
Edo Madara has nothing really to say to the Kages, without thinking to himself about his and Tobi's plan in some kind of detail or without revealing something more about the First Hokage (if we're lucky)... And on the other side of the coin, Orochimaru and Sasuke are off to see the truth, and it only makes sense that Tobi is somehow involved in that truth. Surely Tobi doesn't share his hatred of the Leaf and Uchiha without reason. Hence, Kishimoto is possibly stuck with no other choice but to focus on revealing who Tobi is.
...Besides, I think Kishimoto is having fun showing Tobi in a legitimately long fight... Kishimoto has hyped up Tobi's strength for a long time, afterall...
