  I'm inclined to think that it was NOT due to his S/T techs because Konan established how long it takes for Tobi to warp, let alone warp someone along with him. This suggests that Tobi used his Shunshin (body flicker; base speed) to do so.

• But the main thing that makes me think that Tobi's base speed is even to Minato's is that he kept up with and matched Minato in speed during their brawl (they both moved evenly; it wasn't like Minato running towards Tobi):

  It wouldn't make sense for Minato to be jogging or "holding back" judging by his position and how much he was extending his legs while running. That, and he'd have no reason to hold back against Tobi.

So what's the conclusion? Tobi's speed doesn't only stem from his S/T techs, seeing that his Shunshin (body flicker; base speed) is around the same as Minato's. I'm willing to change my view on this if someone shows evidence that suggests otherwise. But damn, that means Tobi vs Minato literally happened in a matter of seconds.

And by the way, I might be wrong. So don't go too hard on me.

ok i don't know who is faster but you are as clueless as i am if that is all you have as poof. think of it this way; 1. lets say there is point A and point B. tobi is at A and minato is at B. the distance between the two points equals 10 ft. how do you know each character crossed exactly equally 5ft and met at the middle point? for all we know minato covered a distance of 7ft to 3ft or vice versa no proof.....the rest of the evidences only suggest he is extremely fast but not faster than minato. so i dunno who is but i will be waiting for a true evidence

I was thinking the same thing after Tobi deflected Naruto with the fan. His reaction speed has to be fairly tuned to keep up with Naruto's speed. I somewhat agree with the OP that Tobi's base speed could be on par with Minato's.

Tobi hasn't shown any feats to equal minato's speed.

And it's clearly shown in manga , minato wins in battle of speed.

So minato's speed > tobi's speed even though his S/T is better...

Tobi's intangibility is technically a teleportation technique though FTG itself is as fast.
