Well, if we clear similar distances before reaching each other, we'd be even. If Minato really is that faster than Tobi, he could have blitz'd him with a Rasengan once Tobi touched him instead of doing what he did with FTG. :/

But, I might be wrong.

It's kind of hard to blitz someone who can go intangible very quickly

This, thats why Minato threw the Kunai to use up Tobis intahibilty on the Kunai travelling through his head. It is also what allowed him to use FTG and rasengan combo like that.

I can see your points but Not Really. Tobi could have simply made himself and sasuke intangible before the jinton actually went off. Plus in the fight km naruto was so quick that all you saw was a smoke like sasusanoo's arrows but he slowed down in midair which gave tobi enough time to react and block his rasengan
