Tobirama is a Jikukan Ninjutsu user, there aren't any bad match-ups for him but he's a bad match-up for a lot of Shinobis U_U The only one's that can fight a Jikukan Ninjutsu user on an equal ground is another Jikukan user. So

3. Kakashi

I never said it would go away, if Gaara covers the marks with layers of sand that would make Tobirama warp inside the side itself. If he spams tsunami's then eventually the ftg mark that was originally on the surface will be deep within the sand. Tobirama can create all the clones he wants all of them including the real one will get caught by the sand hands and then quickly sand cofined. Gaara in the sand murks him mid diff, Tobirama has nothing to breach his sand nor can reach Gaara who is mid air. Gaara on the other hand has large scale sand attacks as well as sand clones which can use the same moves as Gaara.

If and when Gaara's tagged, he can't cover himself in tsunami's worth of sand because he will kill himself in the process.

People saying gaara should be aware that tobirama owns him mid difficulty or maybe easier. I think matches for him are minato, obito, itachi and bm naruto.

Let's see. If he has Gojō Kibaku Fuda his bad matchups are 3rd Raikage, and 4th Raikage since they might be able to outrun the explosion, which is the only thing that can hurt him.

If he doesn't have it, well, I am to lazy to list them.

His power against the Uchiha was his politics, so Hashirama was since he could've exposed Tobirama for the evil dictator he was :devil:

In an actual fight though, I believe Sasuke would be strong against him. Susanno' could protect him from the S/T blitzes, amaterasu has it's defensive applications, his lightning style would be strong against water style I believe, and his perceptive and intellectual abilities would allow him to keep up or get ahead of Tobirama's battle plans.
And then Sasuke could avenge the fall of the clan =D
