I've never seen Tobirama's power in action,i know he is water type,but how is he truely strong?

He was strong enough to earn the title of Hokage, which is certainly a feat worth mentioning. However, aside from that, we don't know much else other than the fact that he was proficient in Suiton jutsu, Jikūkan, and has sensory powers. We don't know how powerful he is yet, but he is powerful, that much is apparent.

He could perform the most complex Suiton jutsus with on finger. He is reputed as the strongest suiton user. His suiton is superior to the likes of Kisame and Trollkage. Meaning he is a low top 10 character.

He scared Sasuke by raising his chakra level which indicates it is of inhuman proportions. He also created Edo Tensei (probably not as good as Kabuto or Orochimaru's)and on top of that he broke free from Orochimaru's control for a short time.

He also had a space time jutsu which automatically makes him difficult to fight regardless of how strong you are.

All of the best techniques he is well known for have either been surpassed or improved on by people like Kisame, Minato, Orochimaru, and kabuto.
To be brutally honest I don't have any hope for the second Hokage at this point.
Don't get me wrong I really like his character but he is the least impressive leader of all time sorry Bush.

This and he can use water jutsu without a source like a lake or river. All he needs is thin air.

Your first paragraph is supported by hype, and hype alone. If you look at the feats of the two, the jutsu Kisame has shown are vastly superior to Tobirama's. It may change in the future, but as of now, Kisame is the strongest Suiton user in the Manga, unless you go by pure hype.

He's also not close to the top ten at the moment, he's barely shown any feats. This may change in the future though.

He was proficient in Edo Tensei as he used it in wars. He killed Madara's brother (Madara's equal at the time), and had immense chakra levels. He cracked a wall my putting his hand on it, made everyone in a room crap their pants with 1 lift of a finger. This guy is screaming badass.

Finally some one with some sense. Everyone is saying pure hype. We clearly saw him in action in part 1. He wasn't even near 100percent and being controlled by Oro. Yet he used 2 powerful water jutsu in a matter of seconds with no ocean remotely near.

No one ever stated that they passed him in water release. Now we know Oro improved his edo, and up until recently we discovered that Minato s/t is better.
