Madara's musings that Tobirama was the fastest Shinobi of his era affirms that he was faster than even the third Raikage. Now before people refute this I must prove that the Sandaime Raikage was alive during Tobirama's era, most likely taking over after - I believe - Kin and Gin killed the Second Raikage.
Yes, Tsunade does state that Tobirama was left on the verge of death after Kinkaku & Ginkaku's attempted their coup, but obviously he didn't die:
However, does the manga even expand on what happened to the Nidaime Raikage? No, so it's left to assumptions/theories. What I believe is that Kinkaku & Ginkaku killed the Nidaime Raikage (more likely them than anybody else; I mean they must have been opposed to his ways as they attempted a coup).
How did I determine this?
Well, first off, the Nidaime Mizukage and Nidaime Tsuchikage recognized the Sandaime Raikage as ... well, the Sandaime Raikage (as they called the Yondaime Kazekage the "new guy" and the Nidaime Mizukage says he doesn't recognize him), meaning the Nidaime Raikage must have either stepped down or was killed in action. Not only that but Mu is seemingly unaware of Tobirama's death as he was looking for the man himself:
Furthermore, both Kinkaku and Ginkaku knew of the Sandaime Raikage (meaning that the Nidaime Raikage was deceased):
With all this in mind it's pretty clear to say that Tobirama is faster than even the Sandaime Raikage.
