Tobirama's hype is misunderstood

Kisame and Tobirama have different styles in Suiton. Kisame has big AoE Suiton, and lake sized Suiton. Tobirama's Suiton is accurate, and pinpoint.

Penguin's got it right here; Comparing them overall is going to be pointless from what direction Tobirama seems to be going. He'll have the more deadly suiton jutsu, but they most likely won't be to the same scale that Kisame has.

In the end, though. Kisame is the best suiton user based on the strongest suiton jutsu shown to date; Great Shark Bullet.

true true, but now we are comparing Kisame's ultimate technique to Tobirama's simple technique xD

Hey I'm not trying to make Tobirama look inferior because he can probably smoke Kisame. But we can't deny that thus far Kisame is the better water user for the moment.
