Tobirama is using the link between Minato's and Naruto's chakra.
he can ONLY use that and teleport them to Minato's Kunais because he's doing that via Minato himself.

the reason for that is because Minato lost his chakra
1-

as he said he does not have any of his own chakra

he gave his BM chakra to Naruto, and therefore he does not have any chakra left, that's why Tobirama is the one
who's doing that. But of course he can't teleport everyone at once like Minato and this is ANOTHER advantage for Minato
over Tobirama as he admitted.
