Just make sure you put Madara above Hashirama.... >_O Not being demanding just play...I explain why in your other thread about did Madara solo Hashirama.

Also...please make sure you put Itachi above Minato, Nagato, Sasuke, and Naruto. He's an overall better ninja then they are still. Kabuto and Oro are weaker than Itachi too without Edos. Even with Oros arms and Kabutos SM Itachi still wins. Itachi is severely underrated I feel.
This is all opinion...but I feel that it is correct.
Tobirama has top tier reaction speed, possibly top two in the manga.
His shunshin matches Madara and Hashirama's.
His suiton was hyped to be the best, but at the moment he has Suidanha and Water Dragon Bullet.
His intelligence/creativeness/analysis is only rivaled by Madara and Orochimaru.
His sensory abilities are the best or tied for the best in the manga.
All in all I put him in the top 10, but most don't.
His FTG is exactly like Minato's only he doesn't use Kunai.
