Madara was the only one capable of going toe to toe with Hashirama, and vice versa [during the ancient times]

So Tobirama was not Madara's equal then


Hell even Minato is more dangerous IMO as Tobirama stated that he improved his S/T Ninjitsu, add that to their quick reflexes, sensing, and high intelligence


However that being its difficult to say because the following can be considered a dangerous opponent for Tobirama
Orochimaru, Nagato, Itachi , Sasuke , Naruto, Tsunade
