He is at least under Hashirama, but I don't know enough about Tobirama's S/T ninjutsu to match him against Minato. Also, even though we haven't seen all of Tobirama's techniques, I don't think he has a defense against Mu and Onoki's Dust techniques, though I reiterate that he might... that we just haven't see all his techniques.
