Amaterasu is the highest fire jutsu, the highest water jutsu MUST be able to extinguish it because of the elemental advantage. It doesn't make sense that fire can burn water unless the water is of a lower level jutsu then ofc it makes sense.

But amaterasu isnt just a normal fire jutsu, its a jutsu from the MS so no, the highest water level jutsu wont extinguish it.
