izuna and madara (MS) were said to be equals. and before the village system was founded hashirama and madara fought countless times.
izuna has to fight someone as well and who could this person be aside from tobirama.
in other words tobirama was on par with MS Madara.
and he lived in an era with endless wars and survived to it's end. everyone gets stronger with every battle and also experience comes with them. tobirama had great experience and his powers were also amazing.
I believe that he's the second strongest kage ever existed, hishirama being the strongest.
