Personally, I think Tobirama wins.

Round 2: Katsuyu is on the field and Tobirama has 2 fodder edos.

Bonus Round 1: Sakura added to Tsunade. Sakura has access to EVERYTHING TSUNADE HAS but her Byakugou lasts only half of Tsunade's.

Hiraishingiri can easily be applied to a decapitation strike and even if it could not, he can simply warp around until Tsunade's Byakugou runs out.

Tsunade is a close range fighter.Tobirama can make 2 bunshins and shunshin to different parts of the field to set up his tags in different locations.When Tsunade goes near a tag she gets blitz.

if Tsunade attacks one of the bunshins she gets tagged then blitz.

Even with Katsuyu the same scenario will take place, even with intel tsunade is always going in CQC.

Tobirama wins low-mid difficulty.He doesn't need explosive tags.

I have the fact that you gave him the edos. I mean in a real situation he still needs prep time to get the dna and resurrect them.
I could see Tsunade winning IF Tobirama doesn't get his prep time. Tobirama lacks firepower otherwise, and his stamina can't really be judged since he IS an edo.
It could be a possibility that a huge Katsuyu clone could protect Tsunade from the huge explosion. Also, Tobirama dies as well if he uses it. I mean, he can't get away without having marked some place far away from the explosions.
