Suigetsu cannot keep liquified 24x7.He even keeps a water bottle so he doesn't get dehydrated

Tobirama can just keep striking him till he runs out of chakra since he has no feats to suggest he would be fending off a FTG user.Tobirama also has raiton based on db which is suigetsu's weakness but most likely suigetsu gets pulverized before he can liquify

I don't deny anything you've said, but Tobirama has no canon lightning techniques nor has he ever been shown to use any in canon. Considering that none of his long range jutsu works on Suigetsu, he'll have to engage in close quarter combat with him. Suigetsu should be able to asphyxiate him if by latching onto him when they make contact. Suigetsu can also merge with the water body around him, and Tobirama would be looking around forever for him.​

He'll probably try to punch Suigetsu, the punch will go through Suigetsu, and Suigetsu will latch on to Tobirama and cover his head with water to asphyxiate him. Tobirama could use FTG, but he would just bring Suigetsu with him, considering that he's touching Suigetsu.​

You don’t have to bring what your touching with you, as evidenced by minato, and as far as suigetsu hiding, tobi is canonically a damn good sensor. The only way would be like you said, to drown him, but that’s easier said than done

then he uses a shadow clone to mark another location in at a good distance from water body and tries to punch suigetsu again this time teleporting him to the marked location.Suigetsu is at his mercy after that
