As for how Tobi spreads his seals, he can just spread his water and teleport to it since it has his chakra, the same way he expected Minato to teleport and save Naruto from shinju due to their chakra link

Tobirama, he way smarter than Naruto. Im sure he'll plan ahead and tag his clones with seals, so he can allow Naruto to hit him with Rasen Shuriken then Goshun mawashi to switch with the real Naruto. Or let his clones do a kamikaze attack

I just realised this wasn't current SM Naruto. He loses, but only because Naruto is so heavily restricted.
