The chakra chains are actually the power from the Gedo mazou, the rods are just a connection from the bijuu to the user.

Since it's restricted, Obito can't use the Gedo mazou chains.

And according to OP or the rest of this versus section, Obito doesn't know how to use the rinnegan.

He might as well use it for izanagi
