this is where I have call BS
all water bullet based jutsu are on pressurization, so the one w/ more mass will nullify the others force, ''blunting the blade'' of suidanha as it were. This is, unless U arbitrarily decide that tobi can use suidanha for a longer continuous period than mei can w/ arcing water spout or flood dragon.
but water doesn't beat water cleanly w/o resistance at their levels, sorry.

she can also counter it w/ a stream of lava, instantly steaming it off as well as blunting the force w/ the earthen chunks therein.
