Considering the only GFX used around Tobirama for that was "Pat". Unless he is strong enough that a pat from him can cause damage to a wall... Which is very, very unliely.

A bit of both, honestly. Tobirama needs to exert a certain force that will kill Kisame quickly enough before Samehada can regenerate him. The only spot he is capable of doing that is with Kisame's head or neck, not the easiest of targets. The other guy used a scan of Tobirama punching/going into his chest as an Edo tensei. But, Edo Tensei generally lack the durability living shinobi have . .

It was never implied he used strength. He used his pure Chakra to channel energy into the wall, increasing it's pressure possibly from a crack and resulted it to break down.​

Tobirama can potentially one shot with FTG slash right off the bat and remove Kisame's head. Tobirama's body flicker won't even give Kisame the time to perform a hand sign.
