Kisame is by FAR the best and strongest water user!
Tobirama does not come even close to his level in that regard.

Tobirama used 2 b-rank water style jutsu in a weakened state. Kisame only used one A rank water jutsu in his entire arsenal.

Even without Suiton abilities shown in the current chapters of manga, Tobirama is a badass so what less can we expect from a Water style user?

In terms of Suiton, I think Kisame has this one.
His strongest attack also absorbs chakra, so clashing jutsu would definatly be to Kisame's advantage.
Not to mention he has far larger chakra reserves.

With all of their abilities used however, its a hard one, Kisame has some good insight, Tobirama would have to kill him in one attack, if that fails he'd likely counter it, and regenerate from other wounds, all the while while draining Tobirama's chakra.
A prolonged fight would not be to Tobirama's advantage, but I'd say they're even in total.
Kisame wins with suiton only.
