Kisame stomps, Tobirama hasn't shown anything at all that warrants titling him the "greatest water user" other than a basic water dragon which pretty much everyone can do without a water source now. Saying he's more skilled than Kisame Hoshigaki of all people who's created god level suitons, without any form of proof whatsoever is funny to me, but once I see Tobirama using that level of jutsu then I'll believe it.

Well we haven't actually seen anything that warrants the hokage title at all from him. If we knew more about him then he could very well be a far better Suiton user than Kisame, problem is we don't know enough about him. Like I said if I see it then I'll believe it, he doesn't even have hardly any hype to go off, there's not enough info to even make vs fights between him.
