This matchup is nothing but a headache. Both of them have a bloated skillset that's much more than simply stronger attacks... I can't even begin to make sense of this one. I'll place my bets on Tobirama though. I'd assume he has his answers(mostly due to plot) against Itachi's sharingan, but Itachi's genjutsu is special even when compared to Madara and Sasuke, so there's that.
I think if this was Minato instead of Tobirama this would've been a one sided affair with Minato coming out on top..His FTG skills seem way better than Tobirama's who doesn't even have pre marked Kunais for teleportation

OT: Tobirama is brilliant possibly even near Itachi level if not above him in intelligence, however Itachi is overall on another level. He has too many unique and over powered jutsu. As for FTG it's not an issue for him, Minato with an FTG sneak attack couldn't do f'all to Bee. While Itachi was soloing him and is above KCM while he was nerfed by Edo.
Usually I would simply say Itachi as most people have already stated. But in this particular case I'm actually curious about some arguments from Tobirama side.
The fact that OP bases his entire argument in comparison to Minato off of FTG is a clear indication he lacks knowledge on what Tobirama is capable of.
Tobirama is a much more tactical, advanced and diverse version of Minato AND he has a lesser Edo-Tensei
Considering Tobirama scientifically broke down the Sharingan and fought countless Uchiha one could argue he is fully capable of handling Genjutsu (Speculation).

Based on feats Tobirama reflexes are faster than Minato's .
He has full knowledge on Sharingan he even know about Amaterasu as we saw in manga.
He is sensor so he would be able to sense chakra buildup just like Nagato and Obito did so Amaterasu is no threat when even Raikage without teleportation was able to dodge it and he wasn't even sensor.
Tsukuyomi is no different from other Sharingan genjutsu I mean it requires direct eye contact so tsukuyomi is never happening.
Tobirama has way more chakra than Itachi so he wins this one with mid -high diff.
Tobirama.He had years of practice against uchiha's studied them to the point of obsession, and the reaction time necessary to dodge itachi's fastest attacks, coupled with a shrewd mind. Even with the restriction he still takes it handedly. Idk why ppl continue to put itachi amongst the upper tiers. Edo itachi i get, but alive itachi? hes arguably not even top 15-20.
