Ya. The only counter I could think of was FTG, but thought maybe a Suiton could stall it enough for Tobirama to move.

Tobirama has stronger chakra than Orochimaru though. I think Tobirama's is strong enough to break out of any genjutsu Itachi has bar Tsukuyomi and Izanami.
