Because people on this site believe the only way for Tobirama to tag his kunai's is by being out of character. Tobirama with tagged kunai's absolutely demolishes Gaara. This is also be a forest, so trees can be tagged and kunai's can be thrown in Gaara's sand defence or make it pass by it. This would allow Tobirama to create a mixture of both offence and defence, allowing him to teleport to a tree of his choice if he sees himself in danger, or create Kage Bunshins and use his mutually instantaneous revolving technique (serving as offence and defence). This means Gaara is basically fighting a number of Kage Bunshins (which will surround Gaara) and Tobirama, none of which he can actually land an attack on due to inferior speed.
This will basically become a fight for Tobirama to breach Gaara's defence, which is achievable in several different ways.
1. Larger scale jutsu's such as Water dragon bullet should easily limit the vision of Gaara momentarily, allowing any of the clones behind him to either attack, or Tobirama can simply use his attack and follow it with a bodyflicker dash to Gaara. Gaara either takes his chances or engulfs himself completely with sand as he did in the Deidara fight. This will allow Tobirama to tage the

shield around Gaara. However, this would be a complete disadvantage for Gaara. It has already been shown Gaara peaks through his shield [

]. Meaning once Gaara has decided to peak though, all it takes for the fight to end is Tobirama FTG'ing to the mark and slashing him. Do note Tobirama is a sensor, so any attempts of third eye would be futile, Suidanaha quickly takes it out or forces Gaara to release.
2. Mutually multiplying exposive tags on one of his edo's could potentially end this fight. However, if Gaara somehow manages to defend against it, the Kage Bunshins surrounding Gaara can be exchanged with the original Tobirama via mutually instantaneous revolving technique and simply tag or attack Gaara, both of which end it.
3. Throwing a kunai past Gaara so that Gaara doesn't defend, but rather lets it go 'inaccurately'. Then Tobirama FTG's to it and slashes Gaara before he or his auto-defence can react.
