Tobirama wins this,

--with Tobirama having an edo along with 4 kunais and KB, means that he can expand his use of FTG and manage to close the distance

--he can use GKF through his edo which allows Tobiraam to effectively mark deidara,, not to mention that once he manages to close the distance,, deidara is not reacting to his speeed at all seeing how he struggled against hebi sasukes speed,

--the only way deidara can win this is if he manages to use C4/C0 before tobirama manages to mark him, and one shot him with FTG

Tobirama makes a shadow clone, snipes off one of the clay bird's wings with Suidanha, then calls it a day with FTG Slash via throwing the kunai to Deidara while he's falling and having the clone teleport there to end him.
