Whaaaaa? Suiton isn't scratching Baku when he's that large, not to mention he won't be able to aim it well while flying and its innate nature isn't like Katon's, so it isn't doing much. Teleporting him where? He's massive, Tobirama will simply follow him since he'll still be in the suction's AOE, thus he dies from chakra exhaustion assuming he shuffle and repeats this method.

While I agree with you about the teleporting, I'm not convinced about the suiton. The suidanha cut through shinju wood quite easily:

It should cut through flesh even more easily. Even if it for some reason it didn't affect Baku, Tobirama could escape from the suction easily with FTG.

Izanagi undoes what is disadvantageous to the user. What is disadvantageous to the user is decided by the user and Obito was fighting Konan and had no knowledge about the FTG mark as it wasn't relevant for 16 years so it wasn't undone for obvious reasons.

OT: Tobirama takes this mid difficulty. He can effortlessly dodge Danzo's fuuton or surprise attacks with Hirashin, top tier reflexes and sensory abilities. If Baku is summoned, it will be sometime later in the match much like it was against Sasuke in which case Tobirama by that time, should have set up markings all around the battlefield via shadow clones, allowing him to FTG behind Baku, away from its suction. A katon managed to oneshot Baku, a powerful slicing attack should cause it to be unsummoned.

As for stamina, Danzo had the edge against Sasuke due to Hashirama's cells but Izanagi proved to be chakra taxing for him despite against a character who couldn't spam his MS jutsus at the time. Tobirama has much more chakra than MS Sasuke so he isn't going to be tired during the fight. Danzo could try conserving Izanagi but that means he'll need to weave seals to use Izanagi again which isn't something Danzo can afford to do against Tobirama considering slower opponents compared to Tobirama have prevented faster opponents compared to Danzo to form hand seals.

Tobirama:

- He is superior to Danzo in terms of reactions; he was able to tag Juubito, who is far faster than Danzo.. There's this fact the he has FTG combine, rendering Danzo's Fuuton useless. So his main attacks are out of the question.
- Tobirama's Water Jet sliced through branches that is thicker than flesh. He could use Suiton to kill off Baku r force it to desummon. Tobirama can throw and tag different places to teleport out of Baku's suction if he ever gets caught in it.
- Tobirama's attack speed are faster than Danzo's as well. He shouldn't be able to react to Tobirama's Hiraishin slashes. He would need Izanagi and it taxes him of chakra.

Want to point out that Suiton isn't factoring here with the Sharingan being present. Danzo can use Suiton Nature, so he will copy all his Suiton no diff and clash with his.

- Baku is dealt with via Suidanha or he just sucks in a Water Dragon. Even if he got in, he'd just teleport out or even teleport before he gets in Baku's mouth.

- Izanagi respawn is not a threat when Tobirama can sense.

- Clones can help as well. Looking at the feats we saw against Juubito with his clone alone.
