Tobirama clearly dislikes the Uchiha! They were one of the two clans that found Konoha, and Tobirama put them in a corner, and gave this police thing just to keep them busy and pretend they have something to do....

Madara would have gone bad regardless of Tobirama ws even alive or not. Hshirama is to blam kinda because if he would've killed Madara. No Obito, no edo Madara,no Juubi, no akatsuki, no dead jinjuurikis, and no moon eye plan, no war.Even the Uchiha clan no longer trust/followed Madara. Notice he was the only Uchiha to cause problems.
