He knew that the Uchiha were unstable and that they would eventually defect, especially with Hashirama out of the picture. Which they were planning. That's why he gave them such an important role in Village. To give them trust to earn his trust. Trust is earned, not given.

He did he brothers wishes and kept them as part of the village.

The Uchiha were their own enemies. If they suffer, they go berserk. They couldn't control their own emotions, not to mention someone else.

Because of that, Tobirama knew that he had to do something (just in case) to prevent a. . . . . . . . . how should I say. . . . . . . . . a civil war between the Uchiha and the Leaf. So he pushed them away to the outskirts of the village, gave them the responsibility as the Leaf's Military Police Force, from where he could keep a watch on them.

He did all that to prevent wars.

Plus, Madara never (till now) have accused Tobirama for his brothers death. In fact, he accused Hashirama of it. Manga Stream scan:

Madara, of the love that he held for his brother (you know how highly Tobirama spoke of the Uchiha's love), went berserk, like Uchiha's usually do, and wanted to create a world where everything was perfect.

Tobirama didn't wanted any of the Uchiha ending up like Madara so he did what was necessary.
