Tobirama should have made Kagami Uchiha Hokage

Tobirama should have made Kagami Uchiha the third hokage because he held the Will of Fire and he was assumed to be pretty powerful. It would be more of a political choice though because the Uchiha felt that they where ignored, and by making one of them the Hokage they wouldn't feel like planning a Coup.
I know it wasn't done because of Plot no Jutsu, but it would have been the right choice.

Well I can't say his feats where that impressive. I know that the feats of Kagami where 0 but he wasn't Hokage.
I think Hiruzen was a soft man that wasn't really strong.(about as strong as the current kages)

I doubt it was anything to do with his bravery that Tobimara put him up for the position. They had groomed him to be hokage by training him. Hizuren grew up with their ideals basiclly.

He was the second weakest Kage. He insinuated that Minato was on a higher level than he was. Tobirama and Hashirama are stronger than he was. Tsunade is a disgrace for the Hokage title and the Senju name. Hiruzen was just a good Hokage nothing more nothing less.

considering that Hiruzen was called the god of all shinobi as well as the first. he was well above minato

He was brave yet soft. He let danzou do dirty things for him. Maybe kagami would have done a better job.
