Tobirama has a unique look thats very different than his brother Hashirama. He has gray-white hair that is spiked back and covers his head. His skin tone is also very pale compared to his brother. His eyes are a deep red as well. These features combined are similar to what would be seen in a person who is albino, though its never been said Tobirama suffered from this. He has three distinct red lines, one under each eye and one on his chin. His head protector is worn in a similar way to that of Yamato and covers his forehead and the sides of his face.
In stark contrast to his brother's red armor, Tobirama wears a deep blue set of armor. This color was chosen most likely due to his ability and preference for water style techniques. Underneath the armor is traditional black clothing worn by many ninja, similar to that of the battle attire worn by Hiruzen Sarutobi during his battle with Orochimaru. At the top of his armor is a large white fur collar that is spiked in a similar way to his hair.
Personality:
While there has been little seen of Tobirama his personality has been somewhat shown. He was highly prideful in his ability to use water style techniques and was held in high regard for it. He was also shown to have a sense of humor even in stressful situations. Most importantly he carried and understood the Will of Fire. Tobirama understood the importance of sacrifice and the protection of the next generation. Because of this he was willing to sacrifice his own life to protect the people of Konoha.

Background Info.
History:
Tobirama was a member of the Senju clan along with his leader and brother the First Hokage, Hashirama. When, decades before the start of the series, Hashirama struck a peace treaty with Madara Uchiha, Tobirama helped them to found Konoha. When the First died, Tobirama was appointed as the Second Hokage. He was responsible for establishing Konoha's organizational system by setting up various organizations, such as the Academy, the ANBU, the Chūnin Exams and the Konoha Military Police Force which he created as a sign of trust towards the Uchiha clan. However, according to Madara, the Military Police was actually established to distance the Uchiha from the government of the village and place the clan under a tight surveillance under the ANBU.
Tobirama trained a three-man team of his own, Team Tobirama, which consisted of Hiruzen Sarutobi, Homura Mitokado, and Koharu Utatane. During a mission in the First Great Shinobi World War, on which Team Tobirama performed with Danzō Shimura, Kagami Uchiha and Torifu Akimichi, they found themselves surrounded by twenty elite Cloud ninja, known as the Kinkaku Force. Tobirama, then realized that the only way any of them could escape alive was for one of them to be a decoy and sacrifice themselves; therefore having faith that he had trained his students well, he chose to sacrifice himself after he selected his prized student Hiruzen for the position of Third Hokage. Homura and Koharu would become Hiruzen's advisers. After giving the title of Hokage to Hiruzen, Tobirama went off to fight the enemies.

Water Release
Tobirama carried tremendous pride in his skill with water release techniques. He was able to materialize large volumes of water to create large water techniques that usually require a pre-existing water source. He was also able to use advanced techniques with little to no hand seals. When using water dragon bullet, a technique that was shown to require 44 hand seals, Tobirama was able to execute it with a single seal.
Sword of the Thunder God
This weapon was a personal item of Tobirama's and he was able to master it despite its lethal nature. The blade of this weapon was made of pure electricity and glowed a bright yellow. Even though the blade was made of electricity it was shown to act as a solid. The blade could be created and retracted into the hilt in a similar way to that of a light saber.
