Tobirama lacks the feats to fight them even individual, though it's apparent he has the skills (largely just mentioned) to match the most of them in a 1on1. Excluding the Edo Tensei, we know he was able to use Jikugan Ninjutsu, he made use of to land a deadly hit on Izuna, a Mangekyo user. Further it is to be mentioned that he was the second commander of the Senju and known of having a lot of skills in all Ninja areas, similarly to Hashirama and as a Senju is actually hyped to have. Besides we know of him being a great sensor, and his mere energy being able to influence a wall up to crushing it by just a touch is a feat that is may due to his Senju lineage. I'm not going to hype his Suiton however, as both hype and feat were not as good as a lot want to display.

And as good as his feats in the end might be, he isn't soloing the Gokage, he will not even stand worth seeing chances.

how are we overestimating 5 KAGE level shinobi? That's 5 S Class shinobi...
Kages are the head of the village, best of the best in the village and their trump card in times of war. They're the one's that pretty much wipe out large numbers of D-A class shinobi.
Tobirama lost to 20 shinobi, and they weren't kages.

EDIT: Only a select few S++ Ninja can even hope to take on 5 kage. And that's Orochimaru(pretty much only because of the edo hokage), Obito, Edo madara, hashirama.
