Who did Tobirama plan to revive via Edo-Tensei ?

Why did he create edo-tensei in the first place.

Could he have planned his bro's death just to edo him and manipulate his incredible force ?

We all know that Tobirama was not entirely happy with Hashirama's attitude as the most powerful kage in relationship with the other kages or with his image about how to achieve peace.

It's called trying to get out of brothers shadow. Hashirama was worshiped for his abilities not by the entire NV so I suppose Tobirama created that OP Jutsu's (& others) to establish his own legend.

Maybe he created the Jutsu as a means of dealing with Madara just incase Hashirama wasn't around (alive) to do so. Tobirama most likely accepted & knew that he couldn't defeat Madara having seen him battling against his own brother so edo could've been his way of ensuring Hashirama was around.

OT: learning that jutsu should have been a mandatory to learn as a Hokage lol, it truly makes the village unbeatable against the other villages or enimies If a Tsunade knew that jutsu and had the time to summon her predecessors, village probably wouldn't have got wrecked.

Tobirama is much like Orochimaru in the sense that he explores the mysteries of Jutsu development. While Tobirama is a bit more pragmatic (somewhat like Danzou), he still seems to be genuinely interested in the pursuit of knowledge of jutsu. He's a bit of a professor, like Sarutobi.
