Tobirama cause he`s so badass, and he invented forbidden technique and many great jutsu in which Minata had to copy his and he`s the one who was able establish the village system, to me he`s the best Hokage, I don`t care what anyone say about this Edo Tensie crap.

Plus his swagger is just too much. Fur collar is nice and all, but dat cloak with red flames is the pinnacle of badass. And minato has more than one personality. He can be cool, comical, loving/caring or just downright ruthless and cold blooded.

Besides that, he has better FTG, Body flicker and sage mode.

He embodies a hero more than Tobirama, he's a cool guy, and he basically came out of nowhere (what's the namikaze clan?) while most of the other powerful people are all from powerful bloodlines.

I like the second because of him naruto is actually interesting. He created edo tensi, ftg, and shadow clones....think about without these jutsus how interesting would naruto be. Naruto would suck because he can't use shadow clones to learn every justu that he know, the war would have been more boring without edo tensi,and the fourth would be close to nothing without FtG...on top of that his personality is bit like sasuke's serious and lacking in compasion for people he views as threats
