It's because it's variaty versus focus. Tobirama has more diverse ninjutsu than Minato, but Minato's better at FTG. It's a question of whether someone who uses a jutsu as a life style is strong enough to beat someone who has the same jutsu, but is only an attribute to him and he has more to offer.
