The only time that Tobirama faced the Kin & Gin brothers was at the treaty with the Second Raikage, where the Kin & Gin brothers staged a coup d'état, where they left Tobirama near death. After the coup d'état, the Kin & Gin brothers were not member of the Hidden Cloud anymore, they became criminals.
Tobirama, along with his squad, faced the Kinkaku Force, who according to Tobirama were the Hidden Clound's master bounty hunters. The Kin & Gin brothers, criminals who tried to kill or actually killed the Second Raikage, wouldn't be part of an organisation loyal to the village they disgraced.
I don't mean to start some big debate, but if it's a bounty hunter group, that literally implies it's a rogue ninja group. If it was a bounty hunter group, why would it be formed after the death of their former Raikage?

Kinkaku Force Created > Attempted attack on Tobirama, kill 2nd Raikage > Finish off Tobirama because they didn't kill him before.
If you think about it, that's why Tobirama didn't want the others involved, because he knew there would be 9-tails chakra involved. He had to successfully seal it away before it could be used on the village. Notice after that altercation, the Kinkaku name wouldn't be heard of until this war.

1. I know they're from Kumogakure, I was simply stating, they're likely rogue ninja. Like Sasuke. Sasuke's a rogue ninja, but he's still a Konoha Ninja. He's just a Konoha Rogue Ninja now. That's how he's referenced.
2. The group would have been created after the second Raikage's death, as it's called the Kinkaku force. Why would it be named that... It's obvious that it's the supporters of Kinkaku. Why would they name a group of bounty hunters after people who just attacked the Second Raikage...? Makes absolutely no sense.
3. It's pretty tough to take on Tobirama, then there was the Second Raikage. Those two likely held off the Kinkaku Force(if they were created before the Coup) until back up arrived. I doubt Tobirama and Second Raikage would be signing A treaty completely alone. There had to be guards.
4. If the Kin Gin brothers weren't part of the Kinkaku force, surely they didn't just stop terrorizing people. You mean to say, they just fell off the face of the earth and died at old age? It only makes logical sense for them to have been there, attacking Tobirama.
Here's how I think it happened:
1. Kinkaku and Ginkaku formed a group of highly skilled ninja to form this coup d'etat.
2. The Kinkaku force failed to assassinate Tobirama and Second Raikage(Unknown).
3. The Kinkaku force was exiled for their obvious attempt at killing the Raikage.
4. The bounty hunters likely tried to kill Tobirama after chasing him on the battlefield.
5. Tobirama fought off the Kin Gin brothers and eventually sealed them. He then fell to the other bounty hunters.
Reason why Tobirama sent his team away.
1. There would need to be an acting Hokage, which he trusted to Hiruzen.
2. He sensed the 9-Tails chakra in Kinkaku and Ginkaku.
3. He didn't want them attacking Konoha. Which was the direction they were being chased to.
I'm likely not right, but that seems logical to me. I don't think Kinkaku had a group named after him after he tried to, or did, kill the Second Raikage.
