I believe tobirama was working with the uchiha and especially Madara. I think tobirama made the police force so the clan could have a whole force just to themselves. Also tobirama was the one to kill hashirama right after Madara took his DNA and he suprised him. If some of this is true then that means edo tobirama will work with obito and edo Madara
