Thats a good point, they were either extremely powerful (like kage level shinobi) or it was plot

as an example, he could have a really fast edo run up to an opponent, teleport to the edo due to having the edos tagged, unleash his endless paper bomb technique, then teleport to safety. Heck, he could do that with every edo, at all points on the battlefield. This effectively utilizes the edos as an effective bomb delivery system.
