Not to mention that Tobirama HAS NEVER been said to be the best Suiton user. This is pure bullshit and lies. He may have been decent in P1, but currently even noname fodders could probably use Water Jutsu on similar scale.

Kisame is a powerhouse when it comes to suiton. He has a shark theme and also has a shark physiology. His chakra pool was so huge his nickname was the Tailed Beast without a Tail. He could summon massive amounts of water even is the desert with 30% of his chakra.

I personally think Kisame is the best Suiton user in the series and Tobirama was a better all round ninja.

There is absolutely nothing special about Tobirama's Water-style anyway. In part one, the ANBU said that he is amazing because he can do water-style Jutsu without any source nearby. However, that got retconned. In part 2, everyone and their mothers can do Water-style without any source nearby. Tobirama's water-style is avrage at best.
