Tobirama is underwhelming?

Especially that it hasn't been even stated that's he's anything more than good at Suiton.

It was stated that he was the greatest suiton user ever... now look at Kisame and Yagura, now look back to the overall strenght of the hokages... While summoned at a heavily weakened state he used huge water jutsu from thin air and not even Kisame could do that
