He isn't really smart, he is just creative, there is a difference, He discovered (not invented the Sage knew all Jutsu) many jutsu with his creative mind, and found a way to manipulate his chakra to teleport, from the he developed Shadow clones, FTG, ect.

But Hashirama pretty much invented Tobirama by setting him up for a position where he could become hokage and gain status.

Well I think Tobirama's talent and genius is what got him his skill and his status to hokage. He invented a lot of powerful skills and has showed us by his fight with jubito he's got the brains and the no how to think ahead and hold his own in battle. Is he on hashirama level, of course not, but he isn't far behind until hashirama goes sage mode.
