Last I remember, his brother hashirama is the strongest hokage. So I believe there shouldn't much of a gap between them. Let's not forget he was the one who defeated madara's brother,izuna who has a MS in his possession. Even in this war, he created two clones,whereas minato has one as limit or so. He solidly created the edo tensei technique by himself. I guess that's a feat too

Tobirama was legitimately obliterated. Hashirama on the other hand wasn't actually damaged, a Mokuton Bunshin took his place.

On topic, Hashirama will always be a step ahead of Tobirama. Hashirama is the only Senju capable of utilizing Mokuton, and probably was the only accomplished Sage in his time. Outside of that the manga displays that Hashirama was the strongest of his time.

He seems more like the second weakest to me. Being Hashirama's brother has nothing to do with his power. Hashi has Wood Release, he doesn't. Ever since Tobirama got back, he has been wanking Minato non stop. It seems like Minato is a better version of Tobirama. He has inferior Hiraishin, lacks any notable Water Release, and his Edo Tensei is the weakest of them all. He didn't even complete the technique, Orochimaru did, and even then it was so weak that Hashi and Tobirama were worlds apart from their full strength. I can only imagine how much weaker his Edo Tensei was. He has nothing else. Even Hiruzen's hype puts him above Tobirama. The Professor, knows all Jutsu of Konoha, god of shinobi? Yeah the only one Tobirama beats is Tsunade. Hell I'm not even sure he's better than her.

Their Hiraishin are on the same level, where you got something else, I do not know. He hasn't been wanking Minato (although he did praise him for his speed) and for the most part has called him a complete idiot (Not insulting Minato, I am just stating what Tobirama has done). He does lack Water feats, but he must be a strong user, just look at what he could do in part one. Hashi's wood sucked eggs in part one compared to the monstrosities that he can unleash right now. Yes, of course his Edo Tensei is the weakest; he never pursued it. He saw what it could do and just stopped working on it. Do you really think that someone who figured out how to bring someone dead back to life couldn't have perfected it? Then he also create the shadow clone technique. I still don't think he could beat Minato, or if he can, it would be a hell of a fight. However, putting him under Tsunade and Hiruzen( He still lacks feats; hopefully Kishi gives him his turn), I believe that to be wrong.

Nope. And it doesn't matter if some people lower than him beat him. It is bound to happen. Hebi Sasuke is not top 10, but beat Itachi, who is.
