Madara was still alive back than so he couldn't brought back with Edo Tensei. Tobirama is top tier with great abilities Edo Tensei and some hax'd space-time jutsu, but Hashirama beat EMS Madara who had Kurama and Perfect Susano'o, he's simply on a higher tier from what we have seen and been told so far.
Tobirama is the strongest Hokage.

I'm a huge tobirama fan but....no he's not the strongest...he has bad ass techs and he is the creator of edo tensai but that doesn't make him the strongest..

You're right Minato did die but to at the time we all thought was Madara but thats only to seal the kyuubi and his powers not because Madara or Tobi was so powerful. But if you can't say that Tobirama can defeat Madara then how can he be the baddest hokage? I would put him third in that race.

So you'rr saying that Minato is only considered great based off hype. Name someone that beat Minato. Minato countless high class shinobis Raikage Bee Tobi or madara or whomever he was Kyuubi. The man fights speak for himself and alot of shinobis have said that they thought Minato was the savior of the shinobi world. Im not saying he is yhe best hokage bit he is up there with Hashi.

1. Hashi killed Madara when HASHI WAS HOKAGE. so tobirama culda gotten his dna.
2. The only reason Sarutobi beat HASHI AND TOBIRAMA was cuz of Plot! it was season 2 for crying out loud. You surely was not expecting ALL THEIR JUTSUS to be shown when we knew nothing about nothing.

I never said Minato was the worst, i'm saying he's not the god most Minato fanbois hype him up to be. Besides, you can't name a Shinobi he actually killed, can you? Minato was a great shinobi, but he's not 'up there with Hashirama.' Minato can not solo Madara with EMS, he couldn't even solo the dang Kyuubi. He never beat A or Bee either. Minato has the same case for him as Hiruzen. He was the best, in a time without Madara/Hashirama/Naruto/Nagato/Itachi/Sasuke and all that. Yes, he was immense as a Shinobi and a great character for the plot. But he was not, "up there with Hashirama." I will never say Minato was a bad Shinobi, he didn't have much Jutsu, but he was a prodigy just as Naruto is right now. Bonus being, he's miles smarter. Regardless, he's not the second best Hokage. Based on hype, service length and accomplishments, i'd give that tittle to Hiruzen. (He was the Sensei for the Sannin, he served longer than anyone else has, he did a ton for the village in making it what it is right now, everyone loves him and he beat Sho and Ni Edos
Based on current feats, i'd give it to Tsunade. She did so much during the Pein arc and is doing so much more in the current fight against Madara.. I mean, everyone would be dead if not for her. Then based on Jutsu's, i'd give it to Tobirama. He has one of the most powerful jutsu as of now, Edo Tensei. He also had S/T techs, which just turns the battle in his favour as opposed to so many other Shinobi. He was known as the best water style user ever. Plus, he's a Senju, so he had a ton of Chaakra. But seriously, guys. Based on all of those categories, Hashi is the best Hokage ever.

He could have lived you fool, he decided it was for the best, he also bested A and Bee, they surely aren't push overs. How about when he wiped out an entire platoon?? 50+ shinobis thats hard for anyone. What about when he saved Kushina when he was like 12 from 3 fully grown men, lool get your facts right.
