I didn't state that he was THE BEST (notice the contraction, I was giving possession to Itachi MS). We cannot assume that his MS techs were the best as stated by Itachi himself that Koto was even greater than his Tskuyomi, we do not have any proof on Izuna or feats therefore this lies as mere speculation.

The Uchiha were fine until Tobirama became Hokage. Due to Madara's defection and the rumors about the Sharingan's effect on the Uchiha, Tobirama felt the need to treat them like they were ticking time bombs. Him putting them in charge of the police force so he could monitor them was clearly insulting to them. They also got blamed for the Kyuubi attack.

How was this guy right on any account? His consistent refusal to embrace peace and accept Uchiha existence and mimicking exactly what Madara foretold by Subjugation and Surveillance lays waste to this logic. He never strove to earn anyone's trust, whereas Madara, despite losing his entire family to Senju Clan put his past behind him and endeavoured to work for peace; an ideal he and Hashirama shared as children.
Tobirama basically became a wrench in this peace philosophy and led the whole plan astray. As soon as he took the reigns he segregated the Clan by using that Police Force ruse for Surveillance. His dogmatism and bigotry spiraled out of control, whereby his own group carried on his ideals; that included Danzo and the elders. This guy should have been killed by Madara in lieu of leaving the village. That way, the only person who was a hindrance to actual and tangiable peace would have been out of the picture and both clans could have peacefully enjoyed the peace Hashirama and Madara idealized. Madara really turned out to be foolish in this regard.
