Tobirama is now Tenten on Steroids.

His recent feat, Summoning weapons(Explosive Tags) with scrolls(On the explosive tags), Very similar to Tenten.
The only difference is that Tobirama summoned more scrolls and set them off. Which is not beyond tenten, no matter what anyone says.

So, bassicaly, without using hype, i compared Tobirama to Tenten.

Yes, i know she cant do it now.
P.S. Tobirama's suiton is tenten spitting on steroids.

He said he never used it on himself before. Implying that he has used it on Edos that he resuscitated, which seems most likely due to Hiruzen's familiarity with the technique.
