Tobirama was good at sensing and I think he was able to sense evil intents Madara had.

Plus Tobirama was cautious and practical so he knew Precaution is always better than Cure. Madara seems most insecure even though he was powerful.

Tobirama is not to be blamed for Madara's Run away.

Tobirama is a realism character who think's realistically. He know's what will happend and faces reality head on, On the other hand, Madara was unstable [With his brother's death, Clan hates him] which caused him to get a taste of reality which is that the Uchiha cannot be trusted as they are capable of strong hate/revenge. Madara being unstable and shaky caused him to leave the village and create a world where everything is "Just how he wants it".

Conclusion,

Tobirama thinks realistically and therfore caused Madara to over think things and left the village.

Both the uchiha nad senju lost members of their families. To be specific both madara and hashirama lost brothers . The only diff is the fact that hashi still had a brother while madara didn't . Hence we can say that madara was subject a greater deal of pain . But madara was still ready for an alliance . But tobirama was fixated on his opinion about the uchihas despite the turn of events.

Madara was clever to realise that if at all tobirama became the next hokage , then the survival of uchiha would be difficult. We can't blame madara coz he was right about tobirama but we can't blame tobirama as well coz he was let me say ''influenced by his father and the chaotic conditions prior to the establishment of the village.

but personally i felt that tobirama was acting a liitle too bitchy. BUT we can say that tobirama was justified coz madara ultimately was shown to be a powerseeker .

damm u kishi we can't blame either of them

It's funny how people say "See, Madara said it! Tobirama would have exterminated the Uchiha and THAT'S just what happened!"

Tobirama is not a little boy who doesn't understand the repercussions of poor decisions. He's just being a prig as usual. His whole hypothesis is based on rumours. Are you joking? How can you call such a man rational who follows whims and superstitious rumours? Not only that, he is literally unwilling to co-corporate and extend a helping hand to actually make a good democratic village work. What a hypocritical person who does the exact opposite of what he preaches.

To all the people saying Tobirama's "plans" came to fruition, lets be serious.​

The only "move" he made against the Uchiha was when he established the Police HQ on the outskirts of the village.
The location is a petty reason, given Tobirama handed the Uchiha a fundamental role of the village infrastructure.

The segregation began well after Tobirama's time. If anything, Madara is what eventually destroyed his clan.
Madara warped Obito's ideals and let his "accomplice" almost destroy Konoha. That event lead to the mistrust.

It doesn't help that the clan was already preparing a coup d'état and made no move to help protect the village.
