Actually it's already been stated multiple times the Hokage is chosen BY THE PEOPLE. Even Itachi has said this. If we went by what you said then Madara would have been Hokage because he got a shoe in from Hashirama.
Tobirama with probably 10% strength could use the Water Dragon with only One hand Seal and no water present. He also created a water wall under the same conditions. Kisame has to make water before he uses his greatest moves. So in theory Tobirams is plausibly better than Kisame.
Tobirama had the reaction speed to plant both explosive tags and a FTG seal on someone who speed blitzed him meaning he plausibly could have instead dodged. Not only that but the seal was placed on the side opposite Tobirams's free hand meaning either 1 he's fast enough to tag him with his off hand, or B he's even faster and can tag him before losing his right hand.
Analyze what characters have shown. For having virtually no screen time, and the least hype presented amongst the Hokage.... He's been doing very well.

The above are styles he's good with which means he is impossible to pin down under one single pattern or counter....making him the most diverse fighter in the Narutoverse.
Finally, his Edo tensei did not require perfection because he simply spawned multiple bodies and had them suicide bomb with a blast scale the size of a Bijuudams ball....the concussive blast alone would probably kill people for several miles.
Tobirams is honestly the most impressive Kage after Hashirama IMO.
Edit: Oh... And who knows he could have perfected FTG and Edo Tensei, but like a hero and true Hokage he sacrificed himself to save the next generation which held Kagami, Hiruzen, and Danzo....all of which have helped create the best situation we have.
Hiruzen: Protected Konoha from Orochimaru
Kagami: Shinsui's father and KA which ends Edo tensei
Danzo: through his scheming he ends up causing Sasuke's rampage and this him gaining Itachi's eyes, meeting Itachi, and ultimately joining the Alliance
Pretty good thing he chose self sacrifice.
