The way how Tobirama treated Hashimara in the current chapter show that Tobirama is probably stronger than Hashimara because he donot show no respect to him.If someone is how more powerful will you respect them? If anything Tobirama is the more serious type of a person while Hashirama is more care free type. However you can't state that Tobirama is stronger than Hashirama since manga has clearly stated Hashirama was the strongest of his age. Tobirama has more of a serious, maybe more 'badass' personality than Hashirama. That doesn't necessarily mean he is stronger. Hashirama's is just more carefree but will get serious when the time comes.

Just like how Gai is super goofy most of the time, but he has demonstrated boundless power against the best opponents.

I don't think so. I think their relationship is like hurizen and danzo. Now that I think about it they were the kage brothers students. Danzo working in the shadows and not trusting the uchiha(like the 2nd) and Hurizen trying to bring everybody together(like the 1st)

They have different personalities and otherwise opinions. Hashirama defeated the Uchiha leader and considered the fact that treating them harshly could prove disastrous, Tobirama probably thought worser of them and wanted to keep a closer eye on them.

Hashirama is the older brother.

Hmm... if I were to compare Hashirama and Tobirama to the generation that lives now...

I'd say Hashirama = Naruto, Tobirama = It'd be Sasuke, if he was still in the village. Or, it could even be Sakura/Hinata!

But, in terms of strength, Hashirama would rape Tobirama.
