Let me help you to comprehend the cause of Tobirama's actions during the latest chapter:

And Tobirama is arguably the best Kage based on what he did (he did not create Edo Tensei whilst he was Hokage, as shown when Hashirama recognized it and Tobirama became Hokage after Hashirama died):

I disagree.

First we have to understand the personality of Tobirama Senju. He is simply blunt. That is, he gets straight to the point, says what is on his mind, and doesn't sugar coat things. This is actually a good quality to have in a leader...though it can at times take away from boosting morale. Tobirama also cares immensly for the village AND his comrades. During the run from Ginkaku/Kinkaku and 20 plus top tier shinobi Tobirama sacrificed himself in order to allow his comerades to escape. Not a Danzo action (haha ironci cause Danzo was there...Danzo also thought the Hokage was what was important).

Now we have to understand why Tobirama dislikes the Uchiha. First of all throughout his entire life, the Uchiha had been his enemy. Constatnly trying to kill him, and sometimes succeeding in killing his comrades. This naturally presents an initial dislike. With Konoha formed, the two were no longer enemies. This, over time, would have lead to a better placed trust; however, Madara kinda messes this up. When one establishes a peace treaty, and you break it...all the more reason to dislike/distrust them. When Madara goes and challenges his brother to a death match after forming an alliance, obviously that is a red flag for Tobirama. Here is an Uchiha who formed an alliance, and is now trying to kill not only your leader, but your brother....this is more than enought to legitimize his reason to distrust the Uchiha. Add on his blunt personality, and he comes off as a complete ass about it.

Now we move on to the Uchiha relocation. First of all, The Military Police Force accomplishes three things.

1. Give the Uchiha a way to exercise their powers (MS sharingan through trauma)
2. Give the Uchiha an important (and honestly a vital) role
3. Keeps Konoha safe (from both Prisoners as well as the risk of rampant Uchiha members)

With Konoha having a Military Police Force established, it is made by the prison. Logically, having a police quarters by the prison is an extremely intelligent decision. Following this logic, what better place to make a prison than by the outskirts of the village?! It makes no sense to have your prison at the center of the village. If a dangerous prisoner gets loose he is going to most likely cause a trail of destruction on his/her way out. However, if he/she is located on the outskirts of Konoha they are more likely to simply make a run for the woods in order to escape.

With a logical reason for the Police Force to be on the edge of town, it makes sense to move the clan that oversees it should move closer in order to make a walking distance easier.

With the prisoners, the Uchiha can exercise the power they get from traumatic expiriences. For example...using Tsukiyomi on a prisoner who is trying to cause a riot. Also, by having the Uchiha members in charge of the Police Force, less members will go on outside missions, and thus less likely to expirence traumatic expiriences (less risk of a rampant Uchiha). By giving them a key role for the village, it was one way Tobirama could make them feel important (sadly the forces that supported Madara took this as an insult and isolation). Placing a prison system with Police comprised of one of the greatest clans in Konoha makes the village overall a safer place.

One final note is the fact that Tobirama was willing to work with the Uchiha clan. Kagami Uchiha (think that is his name) was present in Tobirama's team when he sacrificed himself. If Tobirama wanted nothing more than to isolate and separate the Uchiha from Konoha than why would he have an Uchiha on his personal team. The fact that Kagami is there means that the entire clan wasn't confined to the Military Police Force, and that they had a choice of what they wanted to do. This doesn't even include Itachi (who was in the Anbu), and Sasuke who joined team 7.

Why would this be a bad thing, honestly?

No one in the Narutoverse cared that Danzo died, and the fanbase cared even less. Though I doubt Tobirama is EVIL, I feel he's more capable of doing shady business than any other Hokage, just like Danzo.

And the Edo Tensei was most likely not made for evil purposes - If I had to guess, he did it either because he felt overshadowed by Hashirama, or he did it to prepare for the Uchiha's possible revolt. Or maybe just to bring back those the Uchiha had lost, I don't know, but to use it for evil? Highly doubt it.
Shady stuff leads to more shady stuff.

Seriously? Not every hokage/leader has to have a personality like Hashirama or Naruto or Minato. Tobirama isn't like that, he is more practical and to the point. Sometimes appeasing everyone works, but other times (as seen throughout history) it doesn't. Have you even stopped to consider the two completely different situations of Tobirama and Danzo? Have you also considered that Tobirama gave up his life for Danzo and a number of others on his team, and you're still going to say he is more "shady" or "evil." He wasn't. He just had a different, more blunt approach to things.

Danzo ended up in the grave, Sasuke would do the same thing to Tobirama if they fought right now, too bad the loser already got fodderized by the Kinkaku and Ginkaku brothers :)
