The fact that you know tobirama's the creator makes everything else you just said ill-relevant,because that would mean that the ninja's you just named are copying/pasting him.

They aren't meant to look strong, or they allready have another jutsu that they can use and it makes them look Super OP.

What about techniques like: Amaterasu, Susano, Tsukoyomi, Rasengan, Raikiri, and other techs that other shinobi have displayed before?

Although on the point above regarding Tobirama being a copycat, I would say he is not a copy cat... He is also a genius who was a able to think deeply about making his own jutsus... He was one of the best in his time and to proof that he is a genius, his techniques have been adopted by others and his legacy still lives on through those techniques.
